Through the process of evaluating the best process to institute a local options tax the MRV LOT sub-committee concluded that a Memorandum of Understanding between the three towns would work well. Upon further review with legal minds an Inter-local agreement between the three towns is being proposed.
After the Inter-local agreement was reviewed by the town attorneys for Fayston, Waitsfield, and Warren, who strongly suggested that a union municipal district would be a cleaner and more substantive process to have the three towns come together on this topic. Union Municipal Districts, UMDs, are common place in the state of Vermont. Here in the Mad River Valley, the Recreation district and Planning district are UMDs.
Each selectboard of the three towns, Fayston, Waitsfield and Warren approved moving forward with negotiations of two members from each town to draft an agreement, which would be put before the voters of the three towns on Town Meeting day 2020, March 3rd, 2020. The vote will be by Australian ballot.
